Of course, you need a product or service to sell.
Since this is an online business, you want to sell electronic products or services that you can deliver electronically.
Your products might be audiobooks on a very knowledgeable topic (you can sell them on Audible at https://www.amazon.com/Audible-Books-and-Originals/b?ie=UTF8&node=18145289011, for example).
You don't need a voice actor or voice actress to do the dubbing. You need cloud text-to-speech software with a natural voice. It's not easy to find a voice that sounds like a natural human voice, but if you look around, you'll find one. This software is usually very cheap, too!
Your service could be something else that you know very well, like translation services. You'll have to spend money on a simple web application to provide the translations, but not much.
You can find clients online. Upwork at https://www.upwork.com/ is an excellent place to start.
